What is Cop?

The Conference of the Parties (Conference of the Parties) commonly refers to the annual meeting of States to set global climate goals. In fact, the COP is a form of organization specific to certain international conventions. In the field of the environment, there are 3 COPs, born from 3 conventions signed at the end of the “Top of the earth” from Rio in 1992: the COP on biodiversity, the COP on the fight against desertification and a the COP on climate change which is the most important of the three. Provided for by the United Nations Framework Convention on Climate Change (UNFCCC) of 1992, the COP on climate change has met every year since 1995. The Kyoto Protocol was signed in this framework in 1997 and the Paris Agreement in 2015.

THE ORGANIZATION OF THE COP

All signatory states of the UNFCCC, 197 in 2018, are summoned to the annual meeting of the COP. The official organizer is the UN, but the conference is held in a different country each year. Since 2016, the position of Executive Secretary of the UNFCCC has been occupied by the Mexican Patricia Espinosa. In addition to the meeting of heads of state and government, the COP includes 2 subsidiary bodies:

the Subsidiary Body for Scientific and Technical Advice (OSAST) which provides scientific support, in conjunction with the IPCC,
the Subsidiary Body for Implementation (OSMO) which verifies the effective implementation of the objectives of the convention by States

THE OBJECTIVES OF THE COP

Alerted since the first report of the IPCC (1990) of the impact of human activity on global warming, States set themselves the objective, from the first COP, of reducing their greenhouse gas emissions. Each annual meeting then gives rise to a report on the progress made in reducing emissions and possibly to the signing of new, more ambitious agreements.

Two dedicated areas……

The COP28 Presidency will propose a draft high-level program from 30 November to 12 December 2023, outlining potential thematic days that would be organized in the green and blue zones :

The green zone is open to delegates and guests from the Blue Zone, the public and private sector, NGOs and to the general public. The zone will include sponsorship and stakeholder spaces as well as different hubs (decarbonization, technology and innovation, knowledge); A selected program with technical conferences, round tables, networking, exhibitions, entertainment.

The blue zone is a site managed by the UNFCCC (United Nations Framework Convention on Climate Change), open to accredited delegates of the parties and observers. It hosts formal negotiations during the two-week conference, as well as the Global Climate Action Summit, country pavilions, chaired events and hundreds of side events including panel discussions, roundtables and cultural events.

The COP 27 reaffirmed commitment to the goal of limiting global temperature rise to 1.5°C above pre-industrial levels.

The first Global Stocktake (GST) will provide a comprehensive assessment of progress made since the adoption of the Paris Agreement. This will help align efforts on climate action, including measures that need to be put in place to address ongoing gaps.

The UAE's COP28 Presidency will ensure the world responds to GST with a clear action plan.
